Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Significant resources is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability enabled by up-to-date information. From observation points, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun opened up on a drone close by, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, continue.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
